Update v1.15

Update 1.15 brings a new Surveys module to easily collect opinions and suggestions from server members, as well as a few Economy additions.

Surveys: time to find out what your members think
Easily and efficiently collect opinions and suggestions from your server members!
- survey create [name] creates a survey
- survey delete deletes the survey
- survey responsechannel [#Channel] for where to send responses
- survey addquestion [question] to add a new question
- survey removequestion [question number] to remove a question
- survey lock and survey unlock to allow and disallow new responses
- survey blacklist [@Member] and survey unblacklist [@Member] to block and unblock a member from responding to a survey

Once ready, tell your server members to use !!survey and fill out the survey!




Rune then sends the responses to the response channel!


Economy changes
- Added bank levels 11, 12 (cost 1000 to upgrade to each)
- Removed maximum bet limits for all bet related commands
- Lowered blackjack (21) reward +32% -> +30%

New Moderator commands
- Added createchannel [#Category] [name] to create a channel in a category
- Added deletechannel [#Channel] to delete a channel
